Dave Horvath, PG

Vice President

With more than 30 years of professional experience in solid waste management consulting, Dave Horvath has led the EARTHRES, a Division of RESPEC, Solid Waste practice for the past decade. Over the course of his career, he has witnessed significant advancements and progressive changes in the industry, including the transition from landfilling to waste diversion and conversion, as well as innovations in leachate treatment and landfill gas management for beneficial use. His areas of expertise include landfill and waste management facility planning and development, permitting, design and construction sequencing, leachate treatment, landfill gas (LFG) management and biogas beneficial reuse, odor and active area gas management, and operational support for site activities. He also has experience with geosynthetics applications, as well as the planning and execution of site investigations (geotechnical, geological, hydrogeological, and environmental).

Ezaz Khan, PE

Vice President

Ezaz Khan brings more than 35 years of experience in wastewater treatment and gas-to-energy projects, with significant expertise in process and mechanical design. His expertise includes advanced wastewater treatment, biological nutrient removal processes, landfill leachate treatment, and biogas cogeneration. He has played a pivotal role in delivering innovative solutions for municipal and industrial facilities across New Jersey, Pennsylvania, New York, Delaware, West Virginia, South Carolina, Indiana, and Ohio, ensuring regulatory compliance and operational efficiency.

David Allen, PE

Senior Project Manager

Dave Allen has over 25 years of experience in civil engineering, zoning, land development design, and construction coordination, primarily for landfill and mining projects. Dave’s 25 years of design management skills highlight experience with planning and zoning boards, integration of permitting efforts between regulatory agencies, and client / team coordination.

A registered professional engineer in Delaware, Pennsylvania, and New Jersey, Dave’s areas of specialization include zoning / land development planning, civil design and stormwater management, utility layout and design, public hearing support, and facility permitting (NPDES, Erosion & Sedimentation, etc.). Dave has certified training in Pennsylvania Department of Environmental Protection Best Management Practices (BMP) manual and has personally expedited numerous NPDES permits related to construction activities. Dave has worked on multiple landfill expansions and is well versed in the permitting nuances and addressing the focal points of the regulators. He earned his B.S. in Civil and Environmental Engineering from University College, Cork, Ireland.

John Bechtel

Project Manager

John Bechtel has 20 years of professional experience in environmental consulting, with a primary focus on supporting solid waste facilities in Pennsylvania, New Jersey, and Delaware. His expertise lies in field operations, where he assists clients with gas system operations and optimization, control system operation and upgrades, air quality and emissions monitoring, and data analysis. John is skilled in remote monitoring and SCADA system design, database development and management, construction management, and quality assurance. In addition to his work with solid waste facilities, he provides support to the solid waste, energy, commercial, and industrial sectors across the United States, contributing to various remote monitoring, control, and maintenance projects.

Scott Campbell, PG

Project Manager

Scott Campbell has over 35 years of diversified management experience successfully completing environmental site investigations and assessments, remedial actions, brownfield cleanup and reuse, and landfill permitting and compliance, site investigations, and remedial actions. His responsibilities include the supervision and planning for landfill expansion subsurface and hydrogeological investigations, environmental investigations and remedial activities; the review of geologic, hydrogeologic, soil, air and chemical data; supervision of field sampling personnel; contract coordination; and the development of work plans for and completion of environmental impact studies / Form D “harms/benefits” analyses. Scott holds Professional Geologist licensure in both Pennsylvania and Tennessee. He earned a Bachelor of Science degree in Geology from Bloomsburg University of Pennsylvania and completed post-graduate training in Hydrogeology from Wright State University.

J. Chris Hutwelker

Project Manager

After spending 7 years as the IT administrator for EARTHRES, a Division of RESPEC, Chris completed his bachelor’s in environmental engineering and transitioned into an engineering role, specializing in Solid Waste Management. Leveraging his tech background, Chris applies state-of-the-art technology to the complete landfill design and operation process, including conception, permitting, design, and construction, to bring the highest level of service possible to our solid waste clients.

Dr. Bob Worley, PhD, PE

Project Manager

Dr. Robert Worley has more than a decade of professional experience in the solid waste management and geotechnical engineering consulting industry. Specialized areas include site characterization, subsurface site investigations, geotechnical design and analysis, stormwater management design, Renewable Natural Gas (RNG) Facilities permitting, and landfill design/construction/permitting with a focus on geosynthetic waste containment systems and slope stability analyses. Robert earned his BS in civil Engineering and MS and PhD in Civil and Environmental Engineering; holds professional engineering licensures in multiple states (PA, FL, TN, SC, application in progress for MT); and has authored nearly a dozen peer-reviewed technical journal articles. Dr. Worley also serves on the Steering Committee for the Tennessee Environmental Network Show of the South (TENSOS).
