Air Permitting, Landfill Gas Management, and Compliance
Simplifying Air Permitting and Boosting Landfill Gas System Performance
Air quality compliance at solid waste facilities is complex, technical, and unforgiving. Operators must manage gas collection, emissions reports, and flare systems while responding to evolving federal and state regulations.
RESPEC supports clients with full-service air permit and landfill gas (LFG) management, helping optimize system performance, reduce environmental risk, and meet all required reporting obligations.

Project Highlights
Ultra-Low Emission Flare System Design and Permitting
Keystone Industrial Port Complex, PA
The team developed permitting and engineering services for five ultra-low emission flares across four landfill sites, totaling 30,000 standard cubic feet per minute of LFG. The system was designed for operational efficiency with two centralized flare stations and included a blower design, condensate pumping, and electrical systems. Our scope of work also involved bid support and construction engineering.
Landfill Gas System Operations and Optimization
Commonwealth Environmental Systems, Hegins, PA
The team provided long-term wellfield operations, system troubleshooting support, and regulatory compliance for the landfill gas-to-energy and renewable natural gas projects. Our services included well tuning, odor control, surface emissions monitoring, gas quality reporting, and construction quality assurance for the collection system expansion. The system was also optimized for emissions control and beneficial use performance.
Gas System Upgrade and Compliance Strategy
Salem County Solid Waste Landfill, NJ
The team evaluated and redesigned the LFG system for improved gas capture and odor control. Services included gas monitoring, NSPS reporting, and operator training. We also provided a header flow evaluation and new gas collector designs. These system improvements increased gas recovery while reducing maintenance burdens.
Air Quality Permitting for Closed Landfill Venting
Oldmans Township Landfill, Salem County, NJ
The team conducted air sampling, permitting, and protocol development for a closed landfill’s passive ventilation system. Our services included a pre-construction permit application, hydrogen sulfide monitoring plans, LFG sampling, and post-closure plan support. We also coordinated with the New Jersey Department of Environmental Protection to minimize enforcement risks and ensure regulatory compliance.
Air Permitting and Greenhouse Gas Reporting Services
Multiple sites, including Keystone, Commonwealth Environmental Systems, Chrin, and Grand Central Landfills (all PA)
The team has supported these landfills for more than a decade with comprehensive air permitting and compliance reporting, including Title V renewals, general permit applications, e-GGRT reporting, NSPS/NESHAP submissions, and emissions sampling. Our familiarity with each site and agency expectations has ensured efficient, accurate reporting and ongoing compliance.
