Wastewater and Leachate Treatment

Designing Treatment Systems That Meet Discharge Goals and Lower Hauling Costs

Managing the leachate and wastewater from landfills requires solutions that are technically sound and financially justifiable, as well as built to handle changing influent quality and regulatory demands.

RESPEC helps evaluate, design, and upgrade treatment systems that meet discharge limits, reduce off site hauling, and improve operational efficiency. Our team brings process design, Supervisory Control and Data Acquisition (SCADA) integration, permitting support, and on-the-ground experience to every phase—from planning through commissioning.

Project Highlights

Leachate Treatment Plant Upgrade Design and Permitting

Keystone Landfill, Pennsylvania Department of Environmental Protection’s Northeast Region, PA

The team upgraded a 25-year-old facility to a 150,000-gallon-per-day moving-bed biofilm reactor plant, adding advanced physical, chemical, and biological treatment processes along with a 360,000-gallon-per-day reverse osmosis system for stream discharge capability. Our services included system design, cost-benefit analysis, phasing plans, and permitting. This project improved capacity, reduced surcharges, and optimized effluent quality.

Leachate Treatment Plant Process Upgrade and Integration

Waste Management Grand Central Sanitary Landfill, Pen Argyl, PA

The team designed and permitted upgrades to convert sequencing batch reactors to membrane bioreactors. Our team also added ultrafiltration, upgraded the electrical systems, and developed a new SCADA network for control and data acquisition. Regulatory support included permitting for the National Pollutant Discharge Elimination System, Water Quality Management, and Delaware River Basin Commission. The upgrades enabled continuous operation during construction and significantly improved treatment efficiency and discharge reliability.

Leachate Treatment Plant Upgrade and Permitting

LCS Services Landfill, Hedgesville, WV

The team evaluated and redesigned the leachate treatment plant, which serves a 500-ton-per-day landfill, to improve operational efficiency and meet pretreatment discharge limits. Our scope of work included equipment specifications for a moving-bed biofilm reactor, dissolved air flotation, and arsenic removal systems, as well as the geotechnical, structural, process, and electrical design. Full bid-phase support and permitting coordination were also provided.

Leachate Lagoon Rehabilitation and Aeration System Integration

Waste Management Grand Central Sanitary Landfill, Pen Argyl, PA

The team redesigned and expanded a legacy leachate lagoon, incorporating a double liner with leak detection and a fine-bubble aeration system. The project included mechanical and structural designs for a blower system and an anti-flotation base. The upgraded system improved pretreatment capacity while preserving grandfathered regulatory status.

Leachate Conveyance System and Pretreatment Integration

GROWS North Landfill, Bucks County, PA

The team developed a 5-mile dual-contained force main and leachate pretreatment system with advanced SCADA, remote monitoring, and pipeline integrity features. This system included solar-powered telemetry, leak sensors, and automated controls for flow balancing. The solution met environmental protection goals while reducing capital and operations and maintenance costs.
